The document underscores that investing in climate-resilient infrastructure is essential to protect development gains, reduce disaster losses, and ensure sustainable economic growth.<\/div>\n<div>Under the strategy, climate vulnerability screening will be integrated into all public infrastructure and investment decisions at the provincial level by 2027, with mandatory climate risk assessment and adaptation costing for all infrastructure investments.<\/div>\n<div>The document highlights that a significant portion of Pakistan\u2019s infrastructure is located in high-hazard areas \u2014 such as floodplains and heat-affected districts \u2014 where exposure to climate risks remains high. Enhancing these assets can improve both economic resilience and long-term sustainability.<\/div>\n<div>At the same time, the document underscores the growing role of green infrastructure in both urban and rural development. Approaches such as sponge cities, integrated watershed management, nature-based drainage systems, and climate-resilient building practices are gaining traction as practical solutions to promote sustainable growth.<\/div>\n<div>Importantly, the plan seeks to institutionalize climate risk screening across all major infrastructure projects. Tools such as climate risk-informed cost-benefit analysis, disaster risk reduction budgeting, and adaptation finance tagging are expected to improve decision-making and ensure that future investments are more resilient and efficient.<\/div>\n<div>Encouragingly, this approach is already being implemented in regions such as Gilgit-Baltistan, where the Aga Khan Agency for Habitat and the Aga Khan Rural Support Programme, in collaboration with the government, are applying climate risk screening to infrastructure projects. This model demonstrates how local initiatives can be scaled up to support nationwide resilience-building efforts.<\/div>\n<div>The document also reflects on recent climate challenges to highlight the urgency of action. The 2022 floods damaged around 13,000 kilometres of roads and 410 bridges, disrupting connectivity and economic activity valued at about $30 billion. Subsequent flooding in 2025 further underscored these risks, resulting in over 1,000 deaths and displacing between 1 and 1.8 million people.<\/div>\n<div>Punjab, the country\u2019s largest province and agricultural backbone, experienced severe impacts, with over two million hectares submerged and 5.1 million people affected across 8,400 villages.
